Donald Shoup is Distinguished Professor of Urban Planning at UCLA. Shoup recommends that cities should charge fair market prices for on-street parking, use the meter revenue to finance added public services in the metered neighborhoods, and remove off-street parking requirements.

ProWalk ProBike ProPlace Conference 2012
Bike Talk departs from our usual format to take you on the road to the ProWalk / ProBike / ProPlace Conference that just wrapped up in Long Beach this week. We hear from key plenary speakers and from some of the 800 mobility advocates, agency officials, transportation researchers, health professionals, and vendors who attended.
News
California Bicycle Coalition communications director Jim Brown gives us the update on several bike-relevant developments, including new cost estimates for adding a Bikeway to the Bay Bridge in the Bay Area ($1 billion!).
Plenary speakers
Long Beach Councilmember Suja Lowenthal. She’s been a driver of change in Long Beach with the slogan, “Ride it and own it – these streets are yours.”
Former LB mobility coordinator (and consultant) Charles Gandy issues a call-to-arms to “zealots” to get this movement moving!
Fred Kent, founder & president of Project for Public Spaces, takes up the ‘zealous nuts’ theme. “Turn everything upside down to get from inadequate to extraordinary,” he says.
Ryan Snyder has set an agenda for change with his co-authored Model Streets Manual.
Dan Burden, director of Walkable and Livable Communities and longtime transportation advocate keeps with the “zealots” theme and gives us the marching orders.
Dr. Richard Jackson (UCLA) takes on AASHTO in his call for better places for better health outcomes. He calls it a talking about a ‘code blue’ moment to summon the urgency.

Expo Phase II Bikeway Planning
We look at bikeway planning along the Expo Line Plase II rail corridor. We cover some of the challenges highlighted in a recent Los Angeles County Bicycle Coalition alert, discuss the opportunities that await cyclists and cycling advocates who want a say on this $1.5 billion public project, and talk about the systemic barriers to true grassroots participation and how a progressive culture of planning may overcome these barriers. This show aired September 1, 2012.

California Bicycle Coalition honcho Jim Brown returns to hip us to the latest developments in Sacramento, including the safe-passing bill (SB 1464) that’s gone to the Governor’s desk; a proposed an anti-harassment ordinance for Sonoma County pushed by the Sonoma County Bicycle Coalition; and a new bill that would allow testing of driverless cars on public roads (like Nevada’s law). Call it the Google bill!
Biking in LA blogger Ted Rogers gives the heads up re: last night’s Critical Mass fatality and updates us on the LACBC Civic Engagement Committee’s efforts to hold our elected officials accountable for street safety.

October 12-13 the Bicycle Film Festival returns with a screening of The Contender at the Cinefamily theater on Fairfax (on 10/12) with screenings the following day, all day, at the Downtown Independent theater, our city’s newest fine art theater.
