Sammy’s Law was meant to allow New York City to reduce car speeds to 20mph. NYC Mayor Adams cynically used the law to justify limiting the speed not of cars, but ebikes. This outraged many, but none more than Amy Cohen, the mother of the traffic violence victim Sammy Cohen Eckstein.
